The instructions that came with the proextender never mention stretching very far when flacid, but instead fasten in flaccid and extend to a certain amount of force i.e 900g 1200g 1500g. Even when on 1500g the extender does not approach near my BPEL or BPFSL length. And the only way to do that would be to fasten in highly stretched and extend from there.
Zerex, I started out with the same extender doing exactly what you are doing. I found my BPFSL initially grew quicker and I did not get any increase in BEPL for a number of months. It was only after about 6 months I stopped worrying about tension and started focussing more on BPFSL. Eventually my BPFSL outgrew my BEPL and is now (after 9 months) more than 1/2” longer. I am still gaining. Along the way I tossed the noose, got a dual strap/ noose head for the proextender and tried out the Vacextender add on which fits the proextender.
