Yah, but that isn’t rational at all, either. Even if dicks and body height were perfectly correlated, a guy who is 6 foot five would only be about .6 inches longer than a guy of average five foot ten height.
When they say proportional, either they don’t comprehend the implication, or they intend something totally different, like an aesthetic ideal, which has “proportions” that are pleasing, but the components are not necessarily proportional to each other, so there is no actual “proportionality”. (Statue of David by Michelangelo is a good example - Barbie dolls are another)
