If you read the link headlines, it doesn’t even work for what it was originally intended to work for. It is just a good way to hurt yourself.
The primary goal of PE should be to make your penis as healthy as possible in both form and function. If you do that, increased size will follow.

No it wouldn’t work for PE. Ballistics stretching involves stretching during times when your tendons/ligaments least expect it, and before they can tense. Your penile ligaments only afford so much length, that after maybe half an inch, you’d never see another positive gain.
