Does the penis itself stretch

Just wondering whether the ligs are the only thing that is stretching. Does the penis itself strectch? So if we imagine that the ligs simply don’t move, can we still make gains?

Yes to both questions, you can only stretch those ligs so far, after this growth comes from tunica work.

What about if the tunica doesn’t stretch, as it doesn’t for mine?

When working the tunica s/a jelq you are not stretching you are pushing blood forward into the cavernosa chambers. Some stretching occurs of course do to movement.

Oh so if my ligs aren’t stretching (as they aren’t) should I quit stretching? What good does stretching do if your ligs can feel absolutely nothing?

Just do the newbie routine to condition your penis. Then see if you have made gains. If not, THEN move onto more advanced exercises.
