Give your penis 24 hours rest time between jelqing ,but can you stretch more often? And what about

Stretching on your rest days?

No, you need to rest after stretching too. Follow the newbie routine: 10 stretches (2 at each side), and maybe a helicopter stretch at each direction. I’ve been on and off for the past four months, but I’ve realized one thing: In the beginning you must condition the penis. Growth is not the main reason in the beginning.
