As for stretch/jelq techniques, try all of the manual stretches and wet/dry over/under jelqing (see the videos). Just get down to business on the newbie routine mate. No need to consider anything else for the time being.
As for your goals, the 1.5in girth gain will no doubt take time, but it is possible assuming you can gain like some of the veterans here and stay focused. The length gain seems more reasonable when considering the common overall gains of the memebers of this board.
