When erected I can move penis up and to sides easy but I can’t move it down only push it with force 2-3 cm and feel ligaments really stretched. Is that common issue and should I do more down stretching?

That’s normal if you are young and have very hard erections. Doing more downward stretching than other directions is good. I think around two thirds of stretching should be done downwards for most people.
