Masturbating throughout puberty

Just a question.I didn’t really start masturbating properly till I was 16 and 5months could that have took away some penis size from me cause I wasn’t streching the penis out? Does that mean I could gain more from PE cause I have more uncovered penis?

Also.if your seeing hair growing up the penis after a month of exercize is that a good sign gains could be on the way?

Im going to try to answer this, in my experience i start at 13 but not too much, at 15 years old i enter to a seminary and didn’t masturbate for almost a year and a half (this is completly real) right now i have a pretty decent size and i don’t think masturbation add me or took away any inch if my penis, by the way i was on the both extrems i mean i masturbateme almost anything at the beggining xD, and after a few years i became a compulsive guy :X.

And the hair growth im speechless, i hope i could help you but i’m a newbie too.
