As firegoat said above, take a deconditioning break, an extended one (several months). Once done, I would start again with the newbie routine, and perhaps add some ADS or extender work in there for focus on length. Make sure to use plenty of heat as that not only increases the elasticity of the tissue but also prevents injuries.
More details are necessary though such as time spent per workout, workouts per week (are you 2 on 1 off, 3 on 1 off, 5 on 2 off, etc.), and exercises performed in order to properly diagnose the issue. My best gains (practically all of them) were when I was on a dedicated routine which went something like this:
(All of this was done in a really hot, almost scalding community shower stall in my dormitory, but you don’t need that much heat, I was just being excessive)
- 5-10 mins of letting the shower spray directly on my penis
- 5 x 40 seconds stretches: Up, down, left, right, and straight out
- 2 mins of letting the shower spray directly on my penis
- 4 x 10 rotations rotary cranks: Clockwise, counter clockwise, clockwise, counter clockwise. Rotary cranks involve grabbing your penis like a normal stretch, then pulling it straight upwards, and stretching the penis around in a circle at a moderate pace as if your penis were a clock hand and your body was the clock face
- 2 mins of letting the shower spray directly on my penis
- 3 x 50 jelqs straight out, focusing on slow strokes and kegeling between each jelq. Between each set of 50 I would warm back up underneath the shower water.
- 5-10 mins of letting the shower spray directly on my penis
At first I was 5 on 2 off, but I switched to 3 on 1 off. Whether or not you should go 5 on 2 off, 3 on 1 off, 2 on 1 off, etc. is up to your body and how your body responds to the routine.
This routine got me around 1 inch erect length and about .5 inches erect girth over the course of ~8-10 months. With the addition of ADS or extender work you should be able to focus more on length.
