Planning my new approach

I have been of PE for a year. I tried different routines with very little or no gains at all for a couple of years until I lost my motivation. I now want to give it another shot. I want to start from low intensity and duration exercises and work my way up. I want to try a “less is more” approach.

My question is how low is low. I started a week ago with a light routine 5mins warm ups/downs with 5 mins of jelq (@ 70-80%) in between, 4 times a week. My intention is to add a minute per week for the next 5 weeks and take new measurements. Problem is it doesn’t fill like worked out at these levels of exercise even if I am unconditioned from not PE for a year and feels like I am spending time.
