Yes! If you do not get enough recovery time, you force (apply a lot of force or you increase your work out duration e.g Jelq for 1 hour or hang for 2 hours straight without taking rests) during your work out and you try some advanced exercises when your penis is not conditioned for.
Also note that an improper life style might cause weak erection. E.g not enough sleep, being stressed and not eating properly.

I found great improvement on the hardness of my penis when performing Kegels and Jelqs.
