My question is:

Would there actually be any benefit of carrying out ones routine say at 12pm, say 10 minutes of stretching, 100 jelqs and 50 kegels, and continuing with a lighter routine in the evening around 8/0/10pm? In the evening say some softer stretches, 20 jelqs with a slightly lighter grip, and 20 kegels?

I just wonder the feedback on this. I expect a lot of negatives arousing from the prospect of over-working and a higher risk of self injury…but I wonder if this has any positives?

No one has done the kind of systematic study that would be needed to know if splitting up your routine to twice a day will help or hinder gains. What we do know for sure is that some guys have successfully made gains on a once-a-day schedule; others have successfully made gains on a twice-a-day schedule. Therefore, with no strong evidence to guide your decision, I would just recommend doing what works better in your daily routine. If you’re more likely to stick to a schedule that is broken up into two shorter training segments, then go for that. If you’re more likely to stick to a PE schedule that involves a longer once-a-day routine, then do that. Good luck!

I haven’t tried, try and see what works best for you. Even if two-times-a day routine works for someone, it may not work for you.

That actually sounds good to me. You do the ‘heavy lifting’ in the morning (not that your routine is in anyway heavy, but i’ll build up I imagine), and the second part of the routine, later in the day is just something to get some nice fresh blood into the already (hopefully) fatigued tissues, without giving them too much of a hard time. Go for it! :)

Just make sure you have an adequate erection level. Jelqing without a sufficient erection is wasting time.
