A lot of guys make really good gains with only jelqing and manual stretch. Usually, you do have to continually increase the intensity in order to continually see gains.
Hanging usually gives the best length gains over time and usually gets you by plateaus when other exercises will not. It also usually increases the base girth.
Hanging is really good for guys that have a hour or better of privacy in which they can do other things like surfing, reading, writing, paying bills, watching TV, etc. Look into our crochet club.
If you have that much private time a day and multi-task, then PE does not cost you any time except for wrapping and attaching the hanger. With practice, wrapping takes about a minute. Attaching a hanger takes maybe another minute. Then, you can stay wrapped for 3-5 sets. With multi-tasking, your actual dedicated time neededis a fraction of manual exercises.
The short answer is, it depends on what your goals, personal living situation, and time frame is.
