I have seen Bib offer to “re-gel” the starters for a small fee so I assume that it needs to be glued.
Personally I would recommend not removing the gel unless you have large flaccid girth.
I own both a starter (with gel) and a hardcore starter (without gel). The hardcore starter is not the same as the starter with the gel ripped out. The hardcore starter has a different shape, is designed to be used without gel, and does not have the extra spaces where gel would have been.
Since getting the hardcore starter I never use the starter anymore, but it is nice to have as a backup. Not having huge flaccid girth, I am guessing that the starter would be unusable for me if I removed the gel.
If you want a hanger without gel get a hardcore starter. IMO it is by far the best bib hanger once you are conditioned.
