I think that, at least theoretically, one has to extend or stretch beyond BPFSL to make gains. Whether or not that is the same, more or less than your BPEL varies from person to person, and from different periods your PE journey, as blink mentioned was his experience.
But it seems to me that there has to be some effort to extend slightly beyond your pre-workout full length to encourage new length.
Many guys, including me, track pre and post-training BPFSL to ensure that we are elongating beyond our pre-training BPFSL, since this does seem to correspond with a growth stimulus, at least anecdotally. I try to shoot for 2-5% increase between pre and post-training, usually landing between 3% and 4% most days. I’ve tended to gain, albeit slowly, when attaining this.
So if I’m not extending beyond my pre-training BPFSL then that percentage elongation doesn’t occur. In my case, my BPFSL is longer than my BPEL (by more than a centimeter), so my BPEL isn’t a consideration for evaluating my day’s training effectiveness.
