This is normal. It’s the corpus spongiosum (CS), the tube of erectile tissue that contains the urethra (the tube that semen and urine flow through to the outside).

Guys who jelq using an “OK” grip, that is, a grip that completely encircles the penis, may sometimes put too much pressure on the CS. It’s a closed system and depending on your erection level is easy to injure if you squeeze too hard during jelqing.

If three weeks off didn’t help then it may be something other than a PE injury. See if you can pinpoint the exact place it hurts, both flaccid and erect. Determine if that area feels different than the surrounding tissue (is there a band, “roughness”, a lump). Don’t put any pressure on the area for another couple weeks. If you masturbate or have sex, try to avoid direct pressure there. If you jelq, use RB’s method to avoid the CS.
If the pain is still there after another couple weeks you probably should see a physician.
