Apparently, it’s a topical (spray on) product. I’m sure that will help "restore" glycosaminoglycans which, according to this site are "the most abundant heteropolysaccharides in the body." While they may be present in the penis, glycosaminoglycans are generally found in cushioning joint fluids in places such as the knee.
