I contacted CocoaVia for more information about the contents of their supplement, and they claim it is not contain large amounts of arginine or magnesium. See below

CocoaVia® Cocoa Extract supplement contains ~20 mg of magnesium per serving. Given this low level of magnesium in the product, it is not an appreciable source of magnesium and is not a suitable replacement for such a supplement.

I am giving it a try.
Besides cocoa and arginine(citrulline is supposedly better), I found 2 other supplements worth looking into if you want to increase blood flow - pomegranate and SOD, see below.
