It’s just dried sex juices partially blocking the tip of your pee hole. All you have to do to prevent this is roll the tip of your penis between your finger tips to open up and round out the hole.

Another small wisdom which makes live/toilets less messy.

Wow I did not know that was why, sometimes after when I pee it is like two streams that intertwine, it looks pretty cool but hard to control/aim.
