If the hair won’t grow in the new skin, then is it possible to stretch the skin on the shaft in a way that the hair I have presently due to a poorly performed circumcision will move off the bottom of the shaft and back onto the scrotum?

I believe so. I am uncut and have done a lot of ball stretching using a number of techniques including scrotum rings and more recently split weights which I find best. After doing PE I found I was getting more shaft skin but once I took up ball stretching seriously I found much of that skin migrated into my scrotum. After a heavy stretching session (say increasing the number of ball weights I found my scrotum a tad sore mainly at the back where I believe at least the skin stretching was mainly occurring. I believe the skin at the front migrates from the shaft down into the scrotum and in my case reduces the length of my foreskin.
Ball stretching also lengthens and strengthens the cremaster muscle inside your ball sack much the same way lifting weights strengthens other muscles. In my case I have noticed my ball sack is now larger especially after I reduce the number of split weights. I currently can hang the equivalent of 7 standard spit weights but reduce this to 3 when I go into relax mode. I even leave these on when having sex as I like the swing sensation. My wife does not complain either.
