I would say if you want quick gains in flaccid size, go with a wrist wrap. Quite honestly, it has added 2 inches to my flaccid hang, and thats in less than two weeks. There was a post commenting that if you stop wrist wrapping, you could lose these flaccid gains in little time. To me, I don’t really care, since I wear the wrist wrap at work (about 5 hours a day) then take it off, no problem. I will never stop wearing my wrist wrap. Plus, you will notice that your bulge is quite pronounced, which has gotten be quite a few stares. If you don’t know what wrist wrapping is, buy a wrist wrap (I got mine from Rite Aid), wrap it around the base of your penis, but not too tight. For permanent gains, go for the newbie routine, then after awhile, vary your routine and start including some other things, like pumping or even hanging.

Jelqing worked wonders for me within the first few months. Also, trimming your pubes and shaving around the base (from the top of the shaft, down) will make it look like your penis is bigger automatically.
