Bib advised me to hang up to 20 lbs before tunica work. your thoughts?

I recently asked Bib for advice on hanging and he told me that since I have a LOT of 6-7, there’s potentially very little to gain from low angle hanging but I should work up to 20 lbs SD or BTC to condition my ligs before moving on to the tunica anyway. Now I understand LOT theory isn’t law and many disagree with some of its premises / have found inaccuracies but this what Bib recommended to me.
A bit about my background: Several years ago I started PE, did it for about a year, and went from a bit below 6” to about 7.2” BPEL and 4.5” MSEG to about 4.9” MSEG using a manual stretching routine (mostly focused on straight down stretching). I’m back and my size is approx 7” BPEL and 5.2” MSEG.
I personally think I’ve exhausted I think I’ve exhausted my lig gains as I’ve been using the LG Hanger for the last month and worked up to 5 lbs for 2 hour long sets and have seen no gains at all besides base girth (but that might be due to my jelqs/bundled stretches). Plus 90% of my stretching back in my first year was straight down and I did a pretty aggressive routine for a LONG time.
What’s your advice? Skip the SD hanging and jump to working the tunica? Some advice from experienced PE-ers would be greatly appreciated.
I don’t have far to go to hit my goals, but I don’t want to do this the wrong way either.
Bib made it very clear he believed I should hang 2 hours every single day without fail and work up to 20 lbs before touching tunica work. This would take me the rest of the year at the rate I’m going now — adding 1 lb a week.

Some confusion I’ve had about “conditioning” my ligs was..
1) What’s the point of conditioning the ligs in SD angle when they might be maxed out, and my greatest opportunity for gains is probably tunica (which I’ve done almost none of so far)
2) If my goal is to condition the ligs vs elongate them (as they’ve likely been maxed out), then why not let them actually heal between sessions and strengthen? As I understand it, the idea of constantly stretching them is to prevent healing in a shortened state, but if they’re already maxed, why not just just let them heal back to where they were so you can load more the next time? For that matter, why not do an every other day routine or something like that?
3) If I were to incorporate tunica work, I’d start with RSDT, fulcrum, OTS, etc.
