Well, let’s start with the maths. Simply take the difference between pre and post exercise and divide with the pre measure. So in your case that means (6.5 - 6.0) / 6.0 = 8,3%. Which by the way is a lot. I normally land between 2-3%, doing manual stretching.
Then it could always be discussed what should be the pre and post measures. I think this depends on the routine you are into. Personally I try to catch a measure in the morning for BPFSL and then normally post measure is after a bunch of stretch sessions adding up to 60 mins. Important for me is to catch the measure before any girth exercises, since they tend to impact length in a negative way. As long as your are measuring in a consistent way you should be all fine.
