I haven’t been able to find any statistics on the frequency of penoscrotal webbing in the circumcised versus the natural, but circumcision can cause turkey neck.
Basically, the skin of the scrotum is pulled up the shaft of the penis because there is not enough shaft skin after the foreskin is removed. In more extreme cases, circumcision causes a condition called ‘buried penis’, where the remaining skin is so short that the penis is anchored into the body. Obviously this is more of a hazard with infant circumcision (where the doctor is guessing about how much skin to remove for the size that the penis will grow to be someday) than in adult circumcision, where things are more stable.
