For you more experienced PE vets, is a routine more effective if done continuously for, say, 20-30 mins. Versus a situation where one would could only do a few minutes of dry jelq in the AM, stretches during bathroom breaks during the day, and maybe 10 min. More of jelqs in the shower at night? Must one maintain a certain, or minimum, time of engorgement for it to be effective? Or, can smaller amounts of time throughout the day be just as effective?

Smaller and more often will be better than one huge session, provided you are engorged for a minimum time. Problem is, the minimum is not clear and varies from guy to guy. For some, five minutes may be enough, for others it may be more like 15 minutes.

As long as you can keep it regular, as long as you can will be fine.

Disclaimer: Be very careful when breaking up sessions to ensure that your penis is fully warmed up before beginning another session!
