Unless you are obese I don’t think fat pad reduction via weight loss will be as beneficial when comparing BPEL as you are pressing into the bone so it will remain fairly consistent.
It can make a minor change to NBPEL but won’t be significant as sometimes the fat doesn’t want to go.
I’ve been 69kg, 78kg and even 88kg back and forth and it always remains the same as I am not obese.
So don’t stress about it and sometimes surgical fat reduction is the only way but I wouldn’t do that.
As Don Logan said, it’s all about perception and some factors can make things look bigger and smaller.
If you want to do PE, just do the newbie routine. Take it slow and easy. Don’t rush and use heat.
Get that down and you might start gaining over time. Put the ruler down and measure again in 3-6 months after concentrating on your goals and making sure your technique is good and your not just pulling and causing damage. :)
