Gains stalled, need advice with routine

I just wanted to ask for advice in my routine, as I haven’t gained anything in quite a while.
Below I wrote everything I did since the start of my PE journey.

I started in September 2017 with around 16.5 cm BPEL and 11.5 cm girth.

Now I’m at around 18.5 cm BPEL and 12.2 cm EG.

I got great gains in the first four months 1.3 cm length and 0.5 girth, kept doing same routine due to the lack of time/privacy for more advanced routine. I did it 4 times a week, depending when I had time.

Had summer off. Started again in October 2018, was doing Memento’s rapid gains routine, doing length routine in the morning and girth routine in the evening, got 0.7 cm length and basically no girth. Kept doing that for next five months, with added sets in length and girth routine.
Did it 5 on 2 off. Didn’t gain anything more than 0.7 cm.
Had to take the rest of the year off due to lack of privacy.

Started again in February 2020 after 7 month break. Was doing manual stretching in all directions from 1.5 to 3 minutes for about 30-40 minutes total stretch time.
In the evening I did girth routine, doing jelqs and squeezes, increasing jelq number slowly over time up to 600. I was warming up and down with IR lamp for 10 minutes each.
I did that 3 on 1 off 2 on 1 off.
I once measured 0.2 mm more in length, but later didn’t get that measurement again.
Took one month off in June then restarted in July.
Kept doing the same routine until the end of the year.

I started using bathmate at the end of the year. My routine was manual stretching with IR lamp warm up and warm down and in the evening bathmate with jelqs in between.

Started easily on the bathmate, but I might have increased intensity in both time and pressure a bit too fast. I never had any pain other than slight discomfort but I got quite a lot of red dots. About a month ago I started pumping right after stretching.

Current routine is :
10 minute warm up
3 min downward stretch
3 min upward stretch
3 min BTC stretch
Then doing stretches left, right and center for downward, upward, straight and BTC stretches.
For every variation of the stretch for about 5 min total.
10 min warm down
Bathmate for 6 min then 40 jelqs
Repeat that for 2 times
I was doing bathmate for 2 x 12 min with about 300 jelqs total, but have decreased it due to seeing too much red dots from pumping.

I guess I was too eager for gains and kept doing exercises because I never knew when I wouldn’t have enough privacy to do it. I don’t have a good EQ , but I kept doing exercises to try and increase it, as I had bad EQ when I started and it didn’t get any better during the months I had taken off.
In addition, my testosterone levels are quite low, above the lower limit but not much.

I can’t do jelqs at lower erection levels, because I can’t get a good grip and pull, so I do them at a bit higher erection level, but after doing a few, it quickly gets more erect so I have to wait between every few in order to keep optimal erection level.

Size still hasn’t changed, so I would love to hear any opinions and advice about changing the routine.
