Growth at frenulum and glans?

Is there a way to make the glans and the frenulum area girthier? I’ve heard that jelqing the glans is a bad idea, so how else?

It seems like packing a penis pumping tube gradually grows the glans to be the same girth as the shaft.

I used to have a relatively small glans, now it’s almost as wide as my middle shaft.
