How to increase girth behind the balls and at the base without increasing length?

My unit has a baseball bat effect. It is significantly thinner at the base. I can also feel that as it goes behind the balls (BTB), it is still quite thin, although this is rare. Most guys have thicker base/BTB girth but my base girth is about 4.6”. BTB, I have the same girth (I can’t measure it, but I can feel that the width is the same). My midshaft girth is larger, but due to the weak/thin “base” of my unit, I have low angle erections that are average-poor quality and they don’t have much strength. My length is 6.5” BP, so I don’t want to get longer right now or else it will be too skinny proportionally.
Normally, to increase base girth or BTB girth, people say to either do some stretching or hanging. However, since I don’t want to get length right now, I am not sure what to do. I jelqued in the past which caused the baseball bat effect. Would pumping work to increase base and BTB girth?
Also, I know manual squeezes/clamping can increase base girth (by working in a similar way to clamping) does anyone know if they also increase girth BTB?
