I'm New Here from Africa - Questions about Manuel Stretching HELP

I’m from Africa, and I’m new here. I always wanted to try PE, never had the chance due to the fact that I don’t want to injure myself, there is no health care of a good hospital, no updated urologist who knows about PE, it’s really though. I’m planning my escape from this Fucked up continent. When I’ll quiet it I’ll give 100% to PE for good, at least in Europe / US there is a good health care.
Anyways, I just wanna know if there is a very safe method, I can use to increase my length ?
According to my guess, I believe there is this Manuel Stretch I can use that will help if I stick to it! I’m planning to do so, I’m planning to follow my routine, and I need the veterans approval:
- a little warm up to begin with
- a Helicopter spinning
- Stretching for 10 seconds each direction ( Straight,Up,Down,Left,Right) for the first weeks.
- a Helicopter spinning when finishing
- a little warm up to finish with
I’ll be doing this 3 times a week and rest for the other days!
My questions:
How long does the conditioning take ?
Should I do this once or twice a day ?
And finally how long it takes to see improvement in length ?
