Is this procedure legitimate?

I’d like to ask about this relatively obscure surgical procedure, which I was informed of a few months back. It’s on the website of Dr. Dmitry Kurbatov, who is based in Moscow. The page is in Russian, but you can translate it to English in your browser if it doesn’t automatically translate.
The procedure is called “Elongating Circular Corporoplasty” and according to the site it can increase erect length by up to 2-4 cm (like 0.8-1.6 inches).
From the page:
“Elongating Circular Corporoplasty is a technically more difficult operation, but it allows to achieve a Real Penile Lengthening of 2-4 cm. If combine Corporoplasty with Ligamentolysis it is possible to get the penile lengthening in erect state of 3-6 cm. The result of elongation depends on the extensibility and elasticity of the spongiose body of the urethra and the neurovascular bundle.
The operation includes the following steps:
Mobilization of the urethra and neurovascular bundles.
Circular incision (corporotomy) of tunica albuginea without the cavernous tissue damage (usually 1-2 corporotomies).
Grafting with collagen biomembrane — corporoplasty.”
They also go into detail about severing the suspension ligament but I’m not sure I want that since it means the erection won’t point up anymore.
Does this seem legitimate? If so, where could I find more information?
