The Newbie routine was suggested to that person as we assumed that he had never P.Eed. Thus, pointing him towards advanced girth exercises at this time would cause him great harm since his penis is unaccustomed to P.E. He should take it slow and gradually build on it.
Different answers have been given to making girth gains, but they were given to people already P.Eing for at least 3 months. If you search the forum you’ll find that there are quite variety of techniques available for girth.
As for your claim that the forum is boring, I beg to differ. There are lot of things going on at Thunder’s asides the usual penis enlargement threads. If you would have spent more time on the right section you would have known.

I am not a P.E guru, but from what I see, clearly your routine is wrong in a way. Your P.E regimen seemed very light for your first 2 years. Also, the fact that you have been using the same routine for the first 21 months will minimize any chance of potential gains since your penis is already used to those exercises. I believe you should incorporate new P.E exercises and some variations to your jelqing.
You should also realise that some people are easy gainers, some hard gainers and others no gainers. Just do not give up and if something does not produce the required result then you should change it.

P.S: I must admit that I was a little pissed when I read his first post (I’m 8,25” in length, but only 5,30 girth. Any suggestions?). I was going to put a very sarcastic reply but what can you do sarcasm leads to nowhere.
