is it effective to make up for lost jelquing time by doing more on one day to make up for shorter sessions on previous days?

I’m not a jelquer, but I suspect you’ll get a better response if you provide more detail. How long do you ordinarily jelq for? Are you suggesting doing a double-session every other day as a regular routine, or are you asking if it’s good to double-up after having accidentally missed a day? This kind of info might help the vets to help you maximize your gains and safety.

say if you usually jelq for 30 minutes a day, but can only manage 10 on a particular day and make up for it by jelquing for 50 minutes on the following day. Is this the equivalent of doing 30 minutes for each day?

I would simply suggest not overdoing it.

Some days it just doesn’t work out to do your regular PE session. If you can tolerate adding to the subsequent session, this is cool, but don’t do it at the risk of injury.

Think long haul. 30 mins missed and added, here and there, over the course of a year (or years), means little. Just try to be as consistent as possible day to day, you’ll get there.
