Need help & advice please

This is my first post here ever.

Firstly I want to say hello to everybody and thank you for reading I appreciate this!

I did a lot of research and I want you guys, experienced veterans of PE, to give me some advices. I did a lot of jelqing, stretching, but I had month breaks (lost morning wood etc.) and wasn’t constant always. Last time I jelqed was like two months ago and now I want to do it correctly, skillful and with great results! My measurements are about 14 Erect NBP , 15 Erect Bone Pressed and 13.1 Erect Mid shaft grith. I gained from my PE workout 1cm in length only, due to fact I was only learning to do it and wasn’t constant.
I’m taking l-arginine now and as lubricant I use coconaut oil. My goal is 7x6 short term is 6x5. I have troubles for example turkey neck and I would like to get rid of it I know there are some ways.

My routine looks like this:
-Warm up 5 min
-Stretching all sides two times each
-Jelqing 10 minutes
-Kegels x50 5s hold

Pumping:

Now I want to buy a penis pump. I’m not so experienced with pumping, however I think it’s the right time for it, though the pump that attracted me is on sale now.

Look at this pump and tell me what do you think of it just by it’s appearance: (picture attached)
- Lenght: 24 cm
- DIAMETER 6 cm

Questions:
I’m confused with

How to warm-up correctly, how do you warm-up, tell in details,
Erect levels 50% 60% 80% 95% what does it mean, how to ,,measure,, it, how do I know I’m 60% erect,
Is that pump looking like good quality.
