Question about the inner penis

Is there a correlation between palpable amount of penis in the body (behind the scrotum) and length gains from lig stretching? I saw the concept mentioned in passing in a post and couldn’t find any good threads about it. Sorry if it has been discussed somewhere else, still not too good with my searches.
