Question regarding base girth

I’m currently focusing on a lengthening routine.

A concern I have is that the base of my penis is 5.25 inches and widens to 5.5 mid shaft, then to around 5.2-5.3 under the head.

My plan was to do a modified version of the newbie routine and after the third (possibly the second) month purchase a vacuum hanger and begin hanging, as I’ve heard that hanging increases base girth.

My question is, has anyone had a similar experience and was able to correct the taper? I want the base to be the same girth if not greater in circumference than the rest of the penis….. Are there any stretches, jelqing techniques I can add during my newbie routine experience to increase base girth? Or even after I’m finished with the newbie routine any suggestions to increase base girth… I have a clamp, would it be a bad idea to do 2 clamp 5 min clamp sessions a week?

I’ve never heard if this can be corrected or not. What I can say is through hanging and clamping the base usually gets thicker.
