It’s a little hilarious to recommend aftershave to someone who is complaining about painful irritation. Sensitive skin and alcohol based products don’t always go well together.
The thing is, people are different, so who knows?
There is a product called Tend Skin , which is designed to be applied after shaving to alleviate shaving bumps and bikini area difficulties. It works well, though it can be intense when first using it.
I also think it’s a good idea to soften the hair in the shaving region. Rather than hair conditioner, which coats the follicle and actually makes it thicker and more difficult to shave, I would recommend ~ Neutrogena Oil-Free Acne Wash, a white cream wash which feels similar to conditioner, but has distinct differences. The reasons being: it’s a very mild cream wash, unscented, cheap, readily available at most drug stores and supermarkets, and a little goes a long way for this purpose. Its active ingredient is salicylic acid (also found in TendSkin). This mild acid wash softens hair by weakening the follicle, while preventing breakouts on the skin from inflammation.
Salicylic acid is anti-inflammatory and is found in many skin products; it’s also the active ingredient in aspirin; the pain relieving properties of which have to do with mitigating inflammation.
TendSkin would be a better choice as an aftershave than any regular aftershave, in my opinion, because it was designed for the purpose you are using for. It does sting, but afterward the pain, and itching goes away.
At this point my shaving habits are such that I can get away with just using the Neutrogena Oil-Free Acne Wash, as my skin is now accustomed to my shaving habits.
So some your problem may just be getting used it.
