Why dont we measure from the balls ?
I mean measuring the bottom of the penis from the balls.
Its the usable size of the dick, think about it, i may be wrong but if someone has a 16 cm NBPEL for instance
The balls take some of the length too so while having sex not all the 16 cm will be usable.

Not good for tracking purposes because there isn’t any starting point.
On BPEL we have the pubic bone as starting point and on NBPEL the skin. Measuring underneath we don’t have that and also the testicles hangs differently from the variation in the ambience temperature.
Balls will only dive inside on extreme deep throats.
By the way, the balls will be adding girth and not length.
The scrotum is too inconsistent a starting point.

In one sense, I do agree with you.
