Since I’m pumping blood directly in to the tip of my penis seems logical that it should be swollen.
It is an indication that you are using too much pressure when doing your exercises What you are doing is pushing water (for want of a better word) along the ducts into your foreskin and it is swelling. It is not blood.
It simply indicates that you are using too much energy. And if you continue to jelq as hard then you will get water blisters, - even blood blisters forming.
So ease off on the pressure . Gains will come more quickly if you treat your penis with care; otherwise injuries will be the result and you will have to stop to let things repair.
