Does it have any differences from jelqing with a 60% erection. Is it true that it would help gaining girth more?

If you jelq with around an 80% erection you get more internal pressure build up with each jelq stroke and that works on expanding girth.
Jelqing at lower erection levels does not create the internal pressure, but works on length instead.
Do not jelq with a full erection as it is dangerous.
The primary goal of PE should be to make your penis as healthy as possible in both form and function. If you do that, increased size will follow.
