Would neck stretching work on the penis

You know those Padung people from Thai land? If rings can stretch a neck would work permanently for penis length? Has anybody tried it?

They compress their collar bones, they don’t actually stretch their necks.

Would it work though?

You would have to consider blood circulation and potential nerve damage.
