Hey I’m trying to get an idea of how to best measure the base girth. Should I wrap the ruler around my cock as close to the where my base meets the stomach, without pushing in? It feels like a little bit of the scrotum may be getting involved at that point, but not to any significant degree.

Do that and pull your scrotum back to get an accurate measurement.
