I think that the effect is due to the fact that the head and the distal part of the cc is under more pressure for longer than the rest. ie the part near the base experiences the pressure of the stroke for a second perhaps whereas the distal part gets the whole 3 seconds. This translates to an uneven distribution of the workout and the distal cc and head are more benefitted.

I don’t see how any one could avoid it completely if using a jelq only program. Most everybody does at least some stretching or hanging so I think that this component evens things out.
