I suppose it depends on what the “other exercises” are. I believe hanging does stretch the tunica, but it’s a tough membrane and has the ability to lengthen naturally (with erection). But the ligaments are supportive structures not used to being stretched and I feel they will give in to the force of hanging more than the tunica does.
If by “other exercises” you mean jelqing, then I switch my opinion and feel jelqing stretches the tunica primarily and has a small, secondary effect on ligaments only because of the way the movement is done (i.e. away from the body).
I’m sure other may disagree. :)
