IMO I would say wet jelqing at a low erection % contributes to length gains. Dry jelqs at a High erection % contributes to girth gains

Jelqing can help both length and girth gains, depending on a number of factors, particularly at what erection level you are jelqing.
Clamping is the bomb though and in response to your original question, it totally depends on how your dick is reacting. If I am doing long clamped edging sessions I will often do a 1 on 1 off or 2 on 1 off routine. I found in the past that my usual PE styled routine of 5 on 2 off was too much, my EQ was dropping a lot by the third, fourth, and fifth days.
