Actually, it’s not true. The muscle involved is the bulbocavernosus (also called bublospongiosus), the BC, not the pubococcygeus (PC). See this.
However, exercising the BC with Kegels will help your erection strength and ejaculation.

My opinion on the use of a TENS unit on your BC is that the area to be stimulated is quite small and you’d have difficulty isolating just the BC. Plus I don’t think passive stimulation helps as much as you doing it yourself.
