Personnally I don’t get much of an effect unless I wrab really tight around just the base.

I find that round the base is best, but the pressure subsides and there´s no engorgement. Around both cock and balls is good I think because it encourages your balls and pretty much the whole package to hang better.
I´d rather have something on just the shaft though.

I wrap around the base of the penis. I can never keep my dick as engorged as I like it when I wrap around the cock and balls.
