Realistically, there isn’t enough verified statistical data present to answer your question. PE is by no means an exact science.. Hell, I doubt there are two people with an identical PE routine with a similar combination of technique/dedication/habits/diet/etc.
All we can realistically say is that PE works whether you gain 1/2in in length or 2in in length.
For me personally, I’d say that a gain of 2 inches or more is entirely reasonable given dedication to proper training and longevity.

Without photographic/video evidence, I don’t believe a thing I see on the Internet. That’s not to say that I disbelieve either. I know PE works. I’ve made gains myself and they certainly didn’t come from magic and voodoo. Whether or not the claims made by person X are true really doesn’t play a role in own PE experience.
That being said, there is strong photographic evidence showing the benefits of PE on this site and there are many men reporting volumetric increases in the neighborhood of 50-75%.
The bottom line is: PE for yourself and find out for yourself just how far it can take you.
