Passive PE on rest day

It is said that cells repair on rest day/time, so if I do passive PE using extender/stretcher on rest day or after a workout, will I gain faster or it will do the reverse?

It seems like when I don’t take rest days I shrink a bit. I jelq 3 days per week with a day off in between. I edge on the same day I jelq but now I do it several hours apart. I don’t know if edging would constitute a passive PE session.
