I’m not really sure that these two measurements mean much. I think a mirror test is a better indicator of exit point as variations in anus exit point, perineum length, and pelvic thickness from front to back (in the sagital plane) will all influence this measurement, not just simply penile exit point height. And generally the scrotum will drop a bit with low angle stretching also as you lengthen the fundiform ligament which is also the primary support structure that determines how low the scrotum hangs.

Those porn stars usually get the high balls because when you are engaged in vigorous exercise (like thrusting repeatedly) coupled with regular BC muscle contractions, the scrotum is pulled up tight to the body.
